Preheat the Oven: Preheat your oven to 375°F (190°C).
Cook the Meat: In a large skillet, cook the ground beef (or sausage) over medium heat until browned. Drain any excess fat and add the marinara sauce, garlic powder, onion powder, Italian seasoning, and salt/pepper. Stir and simmer for 10 minutes.
Cook the Tortellini: While the sauce simmers, cook the tortellini according to package instructions. Drain and set aside.
Assemble the Casserole: In a greased 9×13 baking dish, spread half of the meat sauce mixture on the bottom. Layer half of the cooked tortellini on top. Add half of the ricotta cheese, followed by half of the mozzarella and Parmesan cheese. Repeat the layers with the remaining ingredients.
Bake: Cover with foil and bake for 20-25 minutes. Remove the foil and bake for an additional 5-10 minutes until the cheese is bubbly and golden.
