Preheat your oven to 425°F (220°C). Prepare a 9×13-inch baking dish by spraying it with nonstick cooking spray.
2. Cook the Ground Beef:
In a medium skillet over medium heat, cook the ground beef until it’s no longer pink, about 8-10 minutes. Drain any excess grease.
3. Assemble the Casserole:
Spread the cooked ground beef evenly in the prepared baking dish. Layer the uncooked rice over the beef.
Pour the French onion soup and beef consomme over the rice and beef layers. Gently stir to combine.
4. Add the Butter:
Evenly distribute the slices of butter over the top of the rice mixture.
5. Bake the Casserole:
Cover the baking dish with aluminum foil and bake for 30 minutes. After 30 minutes, remove the foil and continue baking, uncovered, for an additional 30 minutes, or until the rice is fully cooked and tender.

Once baked, garnish with chopped chives before serving, if desired.
